　　一、基本情况
　　印发《xx市住房和城乡规划建设局XX年度社情民意调查实施方案》(广市建局[XX]98号)，对XX年社情民意调查工作进行全面安排部署。由规划科牵头，法规科、监察支队等参与的“城乡规划管理工作社情民意调查”调研小组，于8月2日—12日，到10多家房地产开发企业走访座谈，深入8个小区70余家住户和闹市区，采取入户走访、集中座谈和问卷调查等方式，对100多人次进行当面调查，发放问卷120份。调查主要涉及城乡规划管理工作满意度评价、规划编制评价、规划审批评价、规划管理评价等内容。
　　二、总体评价
　　(一)强化规划编制工作，规划覆盖率全面提高。近年来，我局全力推进规划编制工作，先后编制了《xx市城市总体规划》(XX2020)、《中桥组团控制性详细规划》、《奎阁片区控制性详细规划》、《西出口片区控制性详细规划》、《岔马路片区控制性详细规划》、《枣山片区控制性详细规划》等，随着各个规划编制的完善，城区控规实现全覆盖。今年还邀请国内一流规划编制单位(上海同济城市规划设计研究院)修编新一轮的《xx市城市总体规划》。
　　(二)严格规划审批，各项规划得到刚性实施。20**年由我局对广安城区实施统一规划管理以来，严把规划建设审查关，严格按照国家政策和现行技术规范，对项目的容积率、建筑间距、绿地率、建筑密度等指标进行严格审查，层层把关，一律实行“三会制度”，即：技术审查会、局办公会、市城乡规划委员会。技术审查会邀请消防、人防、园林、房管等相关单位技术人员对方案进行严格审查，市政府成立了市城乡规划委员会，由市长任规委会主任，邀请专家、相关部门、公众代表等对方案进行审查，广泛征求意见和建议。
　　(三)规范调整程序，容积率公开透明。根据《城乡规划法》和住建部、监察部《关于加强建设用地容积率管理和监督检查的通知》要求，XX年4月，市政府出台《关于印发xx市城市建设用地容积率管理暂行办法的通知》(广安府办发【XX】14号)，进一步规范了建设项目容积率调整程序，逐步推行“阳光规划”，专家论证、公示、市政府审批等环节公开透明，让广大群众了解规划、理解规划、支持规划。
　　(四)深化源头治理，规划制度逐步完善。为加强房地产开发领域的规划监管，先后出台并实施了《建筑工程设计方案公示制度》、《xx市建筑工程设计方案报送管理规定(试行)》、《xx市建筑类建设项目竣工测绘管理规定》、《xx市建设工程实施过程监督管理规定》和《居住小区管线工程管理规定》等一系列规范性文件，规划管理地方性、技术性管理标准和规定得到进一步完善。
　　(五)加强批后监管，规划实施得到全程监控。规划实施中，实行责任片区制度，要求工作人员必须到房地产项目现场监督，发现问题及时纠正，重大违规行为及时函告市城管执法局。对项目中存在问题而未得到及时发现的工作人员进行严肃处理，确保建设项目按照审批的规划方案实施。竣工验收时，严格按照国家规定和原审批技术方案验收，对不符合审批要求的，由市城管执法局依法处理。
　　三、存在的主要问题
　　(一)规划水平有待进一步提高。总体来看，对发展战略定位缺乏前瞻性的思考，受出让地块小、无国内知名开发企业参与竞拍地等因素影响，规划方案缺乏大气势，地方特色和风格尚不明显，对产业发展、市政基础设施建设和防灾减灾等专项规划缺乏统筹衔接。
　　(二)规划编制资金投入不足。近年来政府虽然加大了对城市规划编制的投入，但只是按照规划部门的申请从财政安排经费用于规划编制，并没有规定安排一定比例的财政收入作为城区的规划编制维护费用。同时，缺少专业技术人才，规划编制成果审查和规划编制维护以及规划编制和规划调整论证等方面亟待完善提高。
　　(三)规划法规细化不够。现有《xx市建筑规划管理技术规定》是20**年出台的，对道路标准、居住建筑间距等的规定较为简单。对山地条件下建筑正负零确定、建筑间距、建筑退让、容积率和绿地率等指标的规定不够细，建筑层高、旧城改造的相关内容亟需完善。
　　(四)规划批后监管执法乏力。有的执法部门“以罚代管”现象较为严重，且对违法违规建设的处罚过轻，由于违法成本过低，开发商可以从违法违规建设中获取较多利润，因而，开发商违法违纪建设行为时有发生。
　　四、几点建议
　　(一)加强城乡研究与规划研究，建立可操作的城乡建设规划约束体系。研究国内外城市规划发展动态和先进的规划理念，制订城乡规划编制研究计划，组织编制总体规划、控规和专项规划以及城市设计。对重大项目进行前期规划论证，为政府决策提供技术保证。
　　(二)加大规划编制投入，提高规划编制水平。一是加大投入，邀请国内外高水平单位规划设计。二是制定城区规划编制的标准。城区总规、重要基础设施和重大建筑的规划设计应达到国内先进标准。三是提高规划编制审批水平。培训和引进规划编制人员，使之具备与参与规划编制的专家对话的能力。利用市规划编制研究中心逐步建立规划编制和维护队伍，提高规划研究编制的科学性和合理性。
　　(三)加大规划编制统筹力度，确保规划方案科学可行。在调整总规和扩大城市规模的基础上，积极完善相关专项规划编制工作。如中小学布点规划、绿地系统规划、综合交通规划等。加强城乡各项专项规划的总体规划与与协调，逐步完善城区功能。抓紧研究城区规划建设统筹模式及机制建立问题，努力从制度上解决规划建设系统性和统筹性不强等问题。各专项规划的编制，应采取专业部门与规划部门相互合作的方式进行。
　　(四)健全规划管理机制，严防实施乱作为。借鉴相邻省市出台的技术规定，进一步细化xx市建筑规划管理技术规定。完善城乡规划巡查员制度，强化对城区规划实施的监督，定期开展城乡规划工作检查。加大对规划实施的宣传，注重强化规划实施的公众监督，依法保障公众对规划实施的知情权、参与权、监督权。严格规划决策和实施效果的监督制约，对建设单位严重违反规划的行为，启动相关问责机制。
　　(五)规范规划管理执法，确保城乡规划依法实施。建议加强规划执法监察队伍建设，形成强有力的执法体系。按城乡规划法《行政诉讼法》、《行政处罚法》、《赔偿法》和《刑法》加大对越权审批、违法审批、违法建设的处罚力度，树立城市规划的权威性、严肃性。

1、大学角色的转变

1、大学学习上的转变

学习和中学的学习有着显著地区别。主要表现在学习任务不同，学习内容不同，学习方式和学习方法不同。

（1）学习任务不同，主要在于中小学的学习任务是学习各种科学文化的基础知识，为进一步的升学做准备。大学则是以培养各类高级专门人才为目标，既要学习专业知识，又要掌握专门的技能，这与整个社会需要紧密地结合在了一起，使其具有很强的实践性和针对性。

（2）学习内容不同。大学的学习前一二年学习公共课和基础课，口径很宽，很多专业一起上课，三四年级学习专业课。此外，大学还根据培养专门人才的要求，开设大量的选修课，专题讲座和实验、实习及社会调查等许多反映现代化科学技术发展的新知识和新内容的课程。

（3）学习方式和学习方法不同。大学学习充分体现出学生学习的主动性、积极性和自觉性，学生可以根据自己的毕业去向和兴趣优势选课，并不断探索和总结适合自己的有效地学习方式和学习方法。

2、大学生活上的转变

（1）大学生活是集体生活，进入大学，生活环境发生了很大的变化，许多新生在心理上还存在着对家庭、长辈和高中时班主任的依赖。所有的事情都要靠自己去做，生活上要靠自己去料理，主意要自己拿，财务要靠自己去管理，对于新生来说，难免有些不适应。另外，对学习环境和学习方式的不适应，会产生失落、孤独、自卑、压抑等心理障碍，严重时还会引起厌学情绪。

1、我认为首先是自学能力的培养

自学能力必须在大学期间就开始培养。许多同学总是抱怨老师讲的不好，懂的不多，学校的课程安排也不合理。中学生在学习知识是更多的是追求“记祝”知识，而大学生应该要求自己“理解”知识并善于提出问题，事实上，很多问题都有不同的思路和观察角度，这样 就需要我们独立自主的去学习体会。只有在学习中敢于创新，善于从全新的角度出发思问题，我们潜在的思考能力和学习能力才能被真正的激发。

自学时，不要因为达到学校的要求就沾沾自喜，也不要认为自己在大学里功课好就足够了，要学习的东西还很多，是以后步入社会经营工作的一种理念，是对生活的一种整体规划。总之我们得学会举一反三，融会贯通，才算学到了知识。

2、基础知识的学习

基础知识是构成大学学习的平台，只有我们掌握这平台，才能进一步学习专业知识，我认为数学非常重要，因为工科专业体系都建立在数学之上，所以我们要对数学重视，尤其是数学思维的培养。还有英语，它是21世纪必备的语言沟通工具，学习英语是个坚持的过程，如果没有自己的努力，就是天天外教给上课也是没有大的效果。有些时候同学们总说没兴趣，但我要说的是：人生中，有些事不是有兴趣才去做的，像这些基础的思维和生活理念是必须的掌握的，否则没法适应这高速发展的社会。

3、做好复习

课堂学习的内容，会很快的闪现在脑子里然后就消失，弥补这点的唯一方法就是做好复习。大学的课程多是课时受限导致进度较快，所以对于我们来消化特别难，要求我们课下拿出一些时间对学过的知识进行巩固。复习过程追求及时性和高效性，课程结束后，有时间马上复习，再就是复习要专心，不能靠复习来消磨时间，那样什么也领会不到。

4、明确自己的发展目标。

我们大多数人放眼于“选我所爱”，但我觉得“爱我所选”非常重要。纵观大学，特别是工科类毕业多是从事本专业的工作，这样就要求我们对专业努力去学习，培养专业技能，明确自己将来的方向，给自己定个大学终始目标，比如考研深造或者工作，让自己有针对性的学习，不荒废大学的时光。

5、正确处理学习和工作的关系。

（1）主观上以学习为主

学生干部首先是学生，之后才是干部。我一直暗示自己：学习是学生的天职。我们应该在主观上处置学习和工作的关系，要以学生干部为压力、动力来紧抓我们的学习，保持良好的学习态度，坚持严谨、勤奋、求实的学习作风。我们工作忙的时候可以先放下学习，但这个学习的时间必须及时的补回来，不能因为工作忙就放弃学习，甚至不能因为工作忙就放松自己对学习的高标准要求。充分利用上课时间，专心听讲，不能不爱听就睡觉，摆弄手机，尽量在课堂上多学知识，这样其余的时间就可以腾出点给工作。工作使也要勤于沟通交流，多听老师和学长的点拨指导，少走弯路，提高工作效率，这样就可以为学习留出非常充分的时间。

（2）要科学的安排时间

学会科学的制定、严格的实施自己的学习计划。在安排工作的时候，要先考虑学习时间的安排，特别是在期末复习阶段，除了特别着急的学院工作，其余时间应该尽量安排学习。在平时的学习中，要充分高效的运用周末的时间，这个课余时间我们至少要拿出6个小时来巩固和总结本周的学习进程，并对下一周的学习进行规划。学生干部在学习的时候要专心致志，提高学习的效率，工作的时候雷厉风行，珍惜时间的价值，用短的时间完成工作，不耽误学院的整体工作进程，从而利用更多的时间学习。

（3）充分利用学习资源

图书馆是个非常良好的学习资源，但大家在大一大二时都在忙着玩了，不能充分利用。我觉得大学除了学习专业知识外，我们还用至少读40本书，这些书可以涉及哲学、管理、文学、社会、创业经验等多方面，通过这些的学习来充实自己的认识，提高自己修养。另外，充分利用网络来学习，有些同学把电脑游戏机，时间也就在这种意识上都消耗掉了，精力也都浪费了，没有心思学习。

1、加强德育工作，促进学风建设。

学风建设的核心是道德建设。要认真学习贯彻我院德育实施大纲的有关规定，建设好政治思想教育，教书育人、管理育人、服务育人教育与学生自我教育的完整体系，讲究方法，注重实效，养成高尚的社会主义道德文明和行为习惯，提高明辨是非和自尊、自爱、自律的能力。

2、加强过程管理，控制不良苗头。

（1）对于点名2次不到、3次不交作业或多次抄作业者，给予通报批评。

（2）对于点名4次不到、5次不交作业或抄作业严重者，建议老师报教学主任和教务处批准，取消考试资格，以“0”分记成绩；

（3）严肃考试纪律：对于考试作弊者，根据教务处有关规定，严肃处理，决不姑息。

（4）对于受到处分的学生，通知家长，张榜公示。

3．建立完善的学习激励与竞争机制。
